As the sweet attentions and promises of the consultants hired to create complete communities faded into to the neglect by the Commissioners who hired them, the actions of the very junior bureaucrat hired to coordinate the program along with the apparence of do-nothing control freaks creeping out of the woodwork, what was a "good idea" became a tarpit of
